I dont think AMD is allowing any x370 to go 5x series, and those generally cannot do the amps for the newer chips. Most x370 had major issues with 2 CCD 3k series parts.
It's more to do with trace layouts for memory and such. since r1 there has been rather significant changes. I suspect even newer refresh x570 boards may have a hair more potential than pre existing as they will probably be tuned first and foremost to the latest glass.

While the memory wall is probably going to be the same etc linked and fabric limits the changes may be seen in less voltage required and or tighter timings maybe slightly better scores. There only so much you can do with bios.
