I wouldn't call it panic, more like a natural response.

Im even sure they had many solution available well before last weeks. In general AMD, Nvidia tests different solution or simulate them just for choose the sku available, so they nearly know what they could obtain from different variant, they then decide between TDP, clock speed, temp, noise, binning, availability and ofc price..

They could have launch a 780 allready with the same amount of SM of the Titan, with 3G..
