Personally i dont think its because of cost or complication, but chaos in amd for the last 2 years.I swear to god 2 years ago ive seen a roadmap with 1090FX chipset on it.Pciex 3.0, theyre part of the consortium, its electrically the same, they are already using it on theyre own gpus.USb 3.0 theyve done already on apu chipsets.
And numbers sell.New stuff sells to morons like me, "its got all the new things, i MUST HAVE IT" ;-) .
Moreover it sells to even less educated people "so my amd gpu has this pci express 3.0, it must be fast, do amd mainboards have this ?No ? Do intel ones have this ? ..."
However, i havent seen any roadmaps with steamroller fx on it.So maybe this future proof discussion is just moot.
AMD really needs get better at communicating with clients.Or ,maybe they havent decided yet.
EDIT.
I forgot to add, i personally think AMDs AM platform is better than intels approach, and it should be pretty easy to do a drop in replacement just like FX 790->890.
