I'd perform a clean install of the newest Nvidia drivers and start with that. Also you don't need to add a profile for BF3 manually as there is already a profile in the drivers.

If you are running Ultra with MSAA and SSAO at 1080 you won't be getting 110fps with a single card so if that is the case, SLI is likely working but why the usage and clocks are being reported as low is beyond me. Id start with the drivers.

Have you confirmed SLI is working correctly in other applications? Also what settings is the game being rendered at?

I have the 680s and SLI works fine. Did you install the second card some time after the first? If so, you'll need to install the drivers again. Try the 304.48 beta drivers -- working fine for me.

You may need to reinstall the Control Panel. I use the stock 3D "Global Settings" for all games. Here's settings for BF3 settings:

Here's reply to same question from Jacob over at EVGA:

    From EVGA_JacobF To os-wiz
Hi Jacob and thanks in advance.
    2 x 680 SC+ Sig SLI, stock air cooling, 304.48 beta drivers
    Win7 x64 up to date
ASUS Rampage IV Extreme BIOS 1404, latest mobo drivers
    Intel i7-3930K clocked up to 4.7GHz @ 1.35 Vcore
I think I finally understand how the Power Target slider works, but my questions are:
Is it safe to set it to max (~ +130) given I've the PSU to handle it (Antec TPQ 1200W)?
Is there a max EVGA recommended "safe" voltage? Or should I just trust the card's and Precision X's dynamic voltage handling?
    Regards, Rick

Yes 130 is fine, that does not actually increase your voltage, all it does is just increase the power ceiling, so max is fine.

So, don't even touch pre-set voltages, just the Power Target to max (voltage is dynamically handled by the GPU).

    Here's settings for 3DMark11:
