Have you tried turbo additional voltage? I also found offset to be a little unstable especially with c3/c6 enabled but setting offset to 0.005 (since 0 is taken as 'auto') and using ~0.3V for additional turbo voltage VID can reach ~1.5V with the higher turbo multi's while dropping vcore below 1V when idle using c3/c6.
