Thanks for the replies, The case I have is a custom case, so I have a LOT of room for a liquid cooling system. I have never done a liquid cooling system before but the goal is overclocking. My budget would be around $500-$600 If it needs to be that high

Ok a lot of room is good! However we need to know what kind of rads it will accommodate i.e. 120, 140, 240, 280, 360... etc..
What kind of spacing around the rads, etc..

$500-600 will get you a nice water cooling setup, and yes i would water cool your 6950
