Not that I know of.
I believe boards which fell under the HPCES v1.0 specification (remember, the PCI-E 2.0 base spec never included 225W - 300W inputs) will now be incorporated directly into the PCI-E 3.0 base spec. However, there weren't any increases in power delivery limitations.
This basically means that companies producing higher-end cards will no longer need certifications for BOTH HPCES and PCI-E but the maximum remains 300W.
