When the HD6950 as it is so that the typical gaming power of 140W is set to Powertune, PowerTune maximum power lies with 200W.

Or it could be side effect from different shaders 5d vs 4d Perlin Noise is not exactly a GPU burner.
For reference stock 480 gets 90+ , 5870 175+ , 6970 146+ .
