You would have to plug them into a header separately that can read both rpm. I wouldn't use a northbridge fan header just in case. I used one for a regular fan and it was super slow. I had to plug the fan into my molex for the correct rpm.
The 14cm should be about 1300rpm iirc and the 12 should be about 1400 rpm.
At least I think that is what mine are running at. Make sure the cpu header you are using to control the fans are making them spin up based on heat in case or if you are using a pwn controller than that may be your problem if the fans aren't running at full speed.
Are you using the ULNA for them by chance?
