JEDEC has nothing to do with graphics cards.
PCI-sig is in charge of approving the PCI-Express BUS devices, but AFAIK you can release a 300W+ product.

sorry I remeber someone saying it was JEDEC thats all

but thats cool, I know the standard is 300W but who cars about standards...
