Yes it is safe, relatively. Default vcore for 45nm SOI DSL is 1.25-1.4V. If you overvolt that by 10% it is safe. +10% of 1.4 V is 1.54V. If you can handle heat of that overclocked and overvolted CPU, that isn't problem.

AMD SOI DSL has better resistance of electromigration than Intel's 45nm HKMG. If you overvolt Intel Yorkfield to 1.5V and hold that vcore for months, your CPU will be degraded.

@haylui : My X3 720 is stable @3500 with vcore @ 1.49 but it is a little scary voltage so i prefer @3200 with 1.36 , i think it is safer that way ( i am willing to keep the cpu for at least 5 year )
You can go with 1.49V easilly with good aircooling. I think that your CPU can go over 3.6 GHz stable with good air cooling and 1.49V, if your mobo is good enough.
