The ceiling on the Ph2 was around 3.8ghz-4.0ghz with good air cooling under a 32bit OS. People were simply taking their lowly stock clocked CPU and pushing it to the limit, it just so happens that the 965 is 3.4ghz stock and the ceiling happens to between a 400-600mhz increase form there instead of a 1ghz-1.2ghz increase from a lower clocked Ph2.

This also applies to the i7 and pretty much every other CPU architecture to date. Why do you think chips like the 3200/3700+, Opty 165, X2 3800, E6600 and Q6600 were so popular? They were the lowest clocked CPU's in a series and they were able to overclock to meet or exceed their flagship brethren because of the headroom available at a much much lower price.
