Ok i tried out these settings but they didnt work for me everytime it tried to boot it would say "BOOTMSG is missing" so i tried to put to vcore to 1.38v it would get to the Welcome screen and freeze and give me the blue screen with the numbers counting up to 100 and would restart on it self, any ideas?

Try the below changes. Edit: if your on air, you may have temp problems with below settings...
If it fails, then run down mem multi to 6x and uncore to 13x and try again. If it works check stability and then walk down vcore and vtt.
If still fails try decrease bclk to 196 and try again. If it works there, you may just need more vcore and/or vtt for 21x200.

im on stock cool atm how much can i go up to with stock?

If he disables EIST he won't be able to get Turbo mode (21x multiplier).
Btw, i think that there is no need for 1.36V of QPI/VTT voltage. My D0 is prime stable @ stock QPI/VTT voltage on 4.2GHz with 1.3V vcore.
Yeah, i know, every CPU is different but 1.36V of QPI/VTT voltage is overkill.
EDIT: I see now that he is on stock cooling. I really don't recommend to go over 3.6GHz with stock cooling.
Obviously you dont have a GB board. EIST has nothing to do with turbo on GB board.
I suggested those settings because he has been trying for several days, and already tried lower settings and was unable to get into windows with 1.38vcore and 1.32qpi/vtt, so like you said yourself, your settings are irrelevant for vcore qpi/vtt. My chip needs 1.34 qpi/vtt for 21x200, any lower and bsods...but I did not go by that irrelevant information either, instead I read what he previously tried.
And bottom line, once found out he was on stock cooling, pretty much made everything moot, as that was likely his problem from the beginning.

There aren't enough C0's in this thread any more. Here's an old i7. HT is off obviously, wouldn't have a hope in hell getting to 4GHz stable with reasonable voltage (for a C0) and reasonable temps with it left on.
