CPU-Z typically shows a range on ES processors. The minimum 12 followed by the default maximum. Processors that support turbo boost are then able to go beyond this maximum.

When users are willing to spend a $1000 bucks or so for an Extreme processor, Intel is usually nice enough to give them an unlocked multiplier. i9 will likely be unlocked when it hits retail just like an i7-965 or i7-975 is.
