C1E,CPU TM, EIST, TURBO, C-STATE : all enabled <-go green& reduced my electricity bill
in my quick IBT test ( 3x passes) at above configuration my cpu can run @3.945ghz (188x21) but i favor 3.88ghz more ( it's mystical decision )
