    probably means the 3v and 5v rail are regulated off one big 12v rail. I heard it improved effeciency that way. Plus DC-DC conversion is 99% efficient itself.

    I think it's not more than 90-95%.
    At least the DC-DC parts used on motherboard and VGA VRMs are 90% at max, and higher current ratings -> lower efficiency.
