well its certain no throtling happening posibly rivatuner coretemp or realtemp causing or either combination off to much monitoring software running.
especialy since minimum off 17x ? wich is't even a turbo multiplier.

edit: i just saw my gfx thru rivatuner pcb temp go -60c for a sec posibly could be rivatuner.
