I got my a$$ handed to me by an ES chip on BCLK. TheGoat Eater will take the highest BCLK for sure, or at the very least with 99.999% certainty. I do not think almost any retail chips will come even close.
I don't know if I agree with you on the cooling part. I think that should go unrestricted as anybody can get that sort of cooling, its not really exclusive. Sure some might not have the money, but it is available. The ES chips though, thats another story. Those aren't available, and if so, only to a select special few people have access. They are by no means the "average joes" of overclocking either. If you've got an ES chip, you're probably pretty well established in the ocing community with plenty of experience and knowledge. It's one thing not being able to afford the best equipment, it's another when it's impossible to even buy the equipment. I'd say all the main electrical computer components in the persons system should be retail available, while addons like cooling can be custom along with any volt modding etc.
