    On both my Striker II's, I don't need that much NB voltage for this configuration. In fact, I found it a bit unstable when I raised the NB to 1.50+ volts. Try 1.44-1.48 (that's with the over-volt figure into it.)

    Increasing the PLL to 1.52-1.54 is a good move.

    Edit: I've also found that by setting the vtt to 1.28, over-volts to around 1.31. If your board doesn't over-volt as much as mine, try setting vtt so it hovers around there.
