    The same way eVGA Voltage Tuner does it, just implemented in the firmware ( in simple terms "they use the same 'switch', the Voltage Tuner will more than likely be a 'apply each time you enter windows(automatically or not)' thing while the firmware (BIOS) way is permanent".
    Can this be done with nibitor or some other bios editor?

    Not as far as I can tell.
    You need a professional VGA BIOS editor to perform these modifications.
