Actually my E5420 didn't draw 85W at stock... neither do my X5450 draw more than ~120W even though they are OCed to 4Ghz (because they run 1,23V vcore load which is below their vid).
It all comes down to how you set Vcore. Frequency plays its role, but Vcore is where it's all at. Your L's will take 90-100W if you feed them 1,3V as well, just as my E5420 will run in 50W mode at 1,1V Vcore

Of course, on any mobo other than the Z7S, where you can't adjust Vcore, the L chips do eat less power.
