I read their i7 Power Plays article.The article is quite an eye opener since they concluded that total chip power draw is near 204W(that's including uncore part).

They didn't conclude anything, they merely calculated using essentially worst-case figures. And from total system power measurements in reviews (and Lost Circuit's own measurements of the core power usage), i7 clearly does not use 200W.
