That slide has pretty much no information about this 'refresh' though, which doesn't bode well. I think they will implement High-K/metal gates on their 32 nm. SOI-HP process, instead of doing a revision of their 45 nm. process.
AMD said that theirs current 45nm SOI based transistors have less electrical leakage than Intel's HKMG ones. I'm not sure at all that the AMD is going to use the HKMG on 45nm. The reason is simple: it's not necessary.
