there is no one here with more knowledge on how cooling impacts OCing on these and possible issues as he's been testing them for a while lol
throttling he is talking about is not what you linked to either. In fact that article is not talking about throttling but power management of these cards. They've been designed to turn off any unused part of the chip and also lower frequencies to reduce idle power consumption but that does not affect performance in any way
Vince is talking about coldbug throttling most likely where silicone at certain temperature starts to show some irregularities
