I received the replacement red scorpion for the one I dropped.

I used an Aero Cool Extreme Turbine fan. You know the so called 89 cfm one.
I also used the included TIM this time without lapping the heatsink.

All I can say is WOW! At 3.6 ghz running occt, my q6600 never goes above 60c.

Now I know bad things have been said about the fan I used, but it blows away the red scorpion fan by a mile. There is now good airflow blowing through the heatsink. There is definitely way more cfm and air pressure produced by the turbine as opposed to the stock fan for all it's worth.
I have no way of measuring, but I could care less. It's perfect now.

So if you want to make the 1283 even better, swap the fan out with the extreme turbine. It's a way better fan.

The included thermal grease seems to be better with this heatsink than arctic silver too. I don't get it, but it's all good.

Time to see how much higher over 3.8 I can get now that it's not croaking under the heat. It was hitting 70c before. 10c improvement in my book is great.
