Regarding low power...
The guys on German forum were using this asrock board and AMD BE dualcore chips + one notebook drive all this powered by Pico PSU and some AC brick thet they proved to be slightly more efficient than those offered by Shortcircuit.com and mini-box.com
They even downclocked the systems to around 1-1.2GHz
-I followed their components and even used a new LE named 1core Sempron but my power draw never went below 23W with just a 2.5" system drive, even when downclocked to 700MHz (I think 600 MHz was my lowest

)
Why I haven't reached their sub 20W score? Might be that my cheap power meter is bad at showing those type of measurements, or that a brick would make that much difference (which is not so likely cause their brick was just slightly more efficient)
I bought my PicoPSU form shortcircuit.com
So to sum up: my goal was a low power high capacity WHS.
I was running at 29-31W using 1TB GP drive form WD. The room in my small and thin case allowed me to put up to 3x 3.5" and 1x2.5" ( I modded it that way

) And all that would run at cca. 45-50W.
Not bad for 3TB storage!
But my plan was first derailed when i noticed my file copy was dead slow and when I upped the cpu cpeed the system recovered.
If only that was my issue I wouldn't consider new RAID5 server but file corruption and the risk of losing data from HDD failures promped me for a new project.
