1.392V for 3.8GHz just seems high for a very low VID Q6600. At 1.4GHz I would expect 3.9GHz if the yield is on par with the VID.
I think he has an excellent chip there, sure 4GHz is attainable with reasonable voltage. I've seen few 1.200V VID chips and even they couldn't get primestable 3.8GHZ below 1.4V
