Why? This tells me that you don't understand the barrier which the IHS has created and how to lessen the effects of it (bowing and stepping). A flat Apogee and a flat fuzion would perform very similar to the Enzo.

Yeah, actually a completely stock fuzion isn't that far ahead of this. The base and the nozzles really help.

Have you noticed any differences in your ambient to water delta with some of your testing?

I've been tracking this as well as the water/core delta, and starting to see a little difference where my radiator must not be performing as well with the nozzles once I've reduced flow rates too much, probably part of the reason 3.5mm doesn't work as well. It's not a whole lot, but when you start splitting hairs, and one block is .5C better water/core delta, the difference of .5C delta on the ambient/water starts to make you think a little. Maybe this is just more apparent with a weaker pump like the D5.

Well thats kinda the point, they went through all that trouble to make a waterblock and didnt take that stuff into account. So you buy that thing, and unless you are able to mod it to be bowed or stepped, you still have mediocre performance in comparison to the fuzion.
