You would need a much larger voltage to actually acheive those frequencies at cas3. The only boards I know of to allow such extreme voltages are 680i. As my board and anyone i talk to tends to overvolt ram allowing over 3.6v.
Also i doubt your NB would be happy, what voltage was that at? Your mem controller probably wouldnt be capable of those speeds with 2gb dual channel. Also you dont think that whirring at 670mghz with such frequent access times wouldnt leave your sticks glowing red lol. Try the ram on a 680i or similar board known to run CAS3 properly.
0.4 seconds is DEFINITELY not the difference between cas 3-4 or 4-5. The error margin is about 1 second I have found for running multiply runs of spi in a row, sometimes it gets faster, because of no hdd delay, sometimes slower because it just does.
