The "AC Back Function" is set to "Soft-Off", so PC is not supposed to turn on on power loss situations, specially when no power is being sent through the power cord (i.e. PSU power switch = off)
I had the same issue before I made two setting changes. Look at this link, 5th picture of BIOS from top.

The picture that has the System Memory Multiplier in it....when I had the power off and back on problem like you have, I changed the SMM from "Auto" to 3 which is what DDR2 800 would be.

The other setting change i made (which is on the same screen as SMM) was setting the memory Option to Option 2.
