I believe Intel test each processor on a given speed then specify a VID needed for stable operations at a given speed. If a die is performing very good, less VID is given because it can run fine. On the other hand, for a poor die, a bigger VID is given.
When we look at http://processorfinder.intel.com/det...px?sSpec=SLACR under Core voltage, we can see a range. If we are hunting for a golden G0 Q6600, we should find one with a very low VID but I guess this is rare as good ones is usually used for better cpu (QX6850 as example).
