I'm sure it wouldn't be too hard for them to integrate some kind of fusible link on the die that would pop if too much current was applied that wouldn't neccissarily affect the operation of the cpu but once the link is blown its blown. Which would mean all they would need is to check for continuity of the link to tell if a cpu had been ran far out of spec or not without needing a operational cpu to check.
Definitely not saying thats whats done but it could be something as simple.
