What benefit (if any) does this offer those with motherboards and ram capable of over 400mhz? I don't see any gains unless you have a locked down mobo. Would be a nice mod for an HP or what not pre-built, LOL.

Increasing the default FSB on the chip in theory lowers the hidden chipset strap timings allowing higher clocks which helps for some old boards, for most modern boards the difference is seen when going from 1066 to 1333 as confirmed by Kunaak
