Because your memory ratio is set to 166 Mhz the Abit Bios set the Tref to 7.8 us at a frequecy of 166 Mhz and A64 reports it as 3.9 us 166 Mhz.
The problem is that the Tref is not updated by the bios with the HTT change, so if you run let's say your memory at 250 Mhz with a 166 memory divider the refresh rate of your memory will be:
(166/250) * 7.8 us = 5.17 us
that is too low. You need to change the Tref in A64 tweaker.
In this case you should set your Tref to 15.6 us 133 Mhz:
(133/250) * 15.6 = 8.29 us
that is close enough to 7.8 us.
The problem is that A64 tweaker has a wrong mapping of the real Tref values.
