My 4770k l312b364 isn't luky, it boots easy at 4700 but needs 1.28v to be rock solid at 4400mhz

I saw that some cpus can run easy over 4500mhz with my voltate

I hope that with 1.3v It will stable at 4500mhz

My actual settings:

Vccin 1.8 ( but droop at 1.74)
Vcore 1.28v (by hwmonitor vid is stable but I saw a little overshoot under load)
Vring 1.15v
Vddr 1.52v

Other settings are in auto but at default

My ring si compose by 4770k, MSI mpower, geil evo corsa 2133mhz, my cpu is delied
Any suggestione?
