    AMD Phenom II x 4 BE Quiet and cool problem

    Quiet and cool will not work on my cpu it stay's at 3 gh'z even when not needed if anyone knows whats wrong help would be great, my computer speces are:

    PSU: Corsair 750TX
    CPU: AMD Phenom II 940 Black edition
    Mother Board: Biostar TA790GX
    RAM: 4 GB GSkill ram 800 mhz
    Grafix Card: Radeon 4890 Xtreme edition
