Take a wire brush and carefully clean it all up, do not get it on any other parts or your hands either. Unscrew the terminals, take some fine sandpaper and try to get a nice shinny surface, same thing with the connector on the battery. After you put everything back together, take some dielectric grease and put it on the terminal to reduce corrosion in the future. Corrosion increases resistance, not enough amps going through = slow or no start at all.
