No. Eight lanes are electrically hardwired to the first x16 slot while the remaining eight run through lane swithces to either the first or second x16 slot. The second x16 slot is limited to x8 speed whether the first one is occupied or not and this goes for every SLI/CF certified P55 motherboard except those running NF200 or similar dedicated switching hardware.
