Reported CPU-Z, Uguru and DMM Vcore readings variations are no more than .02V difference

your Vdroop under load appears to be higher than mine...could possibly be not a great "G0" or it could be the board and PSU not doing its optimum thing.

i am at 3.84Ghz with bios set to 1.5150...in windows, idling, i read direct from the board at 1.4750v...so only a 0.04v Vdrop...NOW...under load, that drops down to 1.43v or about 1.428v...lets make it 1.43v..the total difference in Vdrop+Vdroop = 0.085v total drop in Vcore...yours is 0.1125v...YIKES...that is not the best.

how do you say you have 1.45 set in the bios when your Uguru says 1.45v...can't be!
