It is perfectly legal to achieve a monopoly in an area of business.

What is not legal is using a monopoly you (legally) acquired in one area to blackmail other companies in the intend to achieve another monopoly in a second area.

That means in the first area you got the monopoly because your products in area 1 are better and/or cheaper. But in area 2 you just say "buy my area2 product or you won't get any area1 products either". The latter is what is forbidden.
