I don't see if you've ever found an answer to your questions about the CIC6124E, but I do have some information. Ignore it if you don't need it.
CIC was a spinoff company of Taiwan's International Technology Research Institute (ITRI)1. ITRI is the same organization that gave us UMC and TSMC2. It appears CIC was in operation from 1975 until 2004.
It's my belief this circuit may be similar to a BA6124, but I could be wrong. The BA6124 is a LED Level Meter driver3.
Good, bad or indifferent; I'm curious to know your thoughts on this post. I find your project intriguing and I hope this helps a little.

I have 2 builds to finish before I can get back to this so it's going to be a few more months before I'll get to it, In 2 weeks I start my "busy time" of the year at work where I start working 8hrs a day instead of 5, so project time will drop as I have 3 less hrs a day and I'm usually beat when I get home and just want to relax so that may add even more time to this project.
