Why is it when I set the NB Vcore lower than 1.45V, my PCI-E link width is x1. When I set it to 1.45V, it stays at 16x.

I would like to use 1.25V on the NB to keep it cooler but it keeps the PCI-E width at x1. Is there a way around this?
