You should be able to change it from with in the driver or from your software. Its only your initial TV mode that was changed to NTSC.
I had an older ATI TV Tuner card, and I was able to do this with it. I remember one thing though, it was not easy to find.

Rabit doesnt work. There is no way to change anything about the TV-Tuner capabilities...

It could be something only available in standalone AIW cards, but I have changed it before with my own hands. Default setting on my card was PAL, but I changed it to NTSC_M. I am sorry I don't have any AIW cards at the moment, so I can't tell you exactly where you can find it.
