disabling C3 and C6 stopped the fake boot for me. Since then, 1606 has been fine.
The release of 1702 just a week after 1606 seems a bit quick. It doesnt say it in the notes but I wonder if 1606 has a problem?

I doubt it. 1606 was a beta BIOS whereas the 1702 will be a final release and should have all the fixes from 1606 as well as the one outlined in your post.
Asus certainly didn't waste any time releasing 1702. I thought they would have tested 1606 for longer.
