Actually, from a transistor point of view, it is the other way around, a "bad" leaking transistor will OC better, when you look for a good OC processor, you have to look for a processor that has high leakage, temperature and chilling the CPU is not a problem when you use LN2 or Chillers, your statement is true on air cooling or water cooling, all passive cooling.
now, the difference between stepping in term of OC is all about the designer of the transistor to tight up the timings between each Stepping. we try to improve timing between stepping because it does improve the frequency yield in our Fabs, it is a nice side effect that you guys enjoy every day.
