So 300mhz x 10 is the expected speed.. if you really want to see the limits of your ram set your multi even lower.

CPU speed. using a divider isn't that big of a deal.
Optimize your bios settings and lower your ram volts to 2.6. See if you can get at least 270.

My HZ will do around 276 on my Ultra D 1to1 at 2.7v 1T with my CABYE 148 but if I drop the multi down to like 9 and crank up the fsb and use a divider on the ram Im good for about 285.

I changed the pic to a JPG, its clearer now.
When I said "optimized bios", go into bios and select "optimize." Press F10 to save, exit and reboot. Now go back into bios and set for 260 ~270, and adjust vdim to 2.6. Leave ram settings as is, do not make any changes. Try this and see if it helps. This is basically what I currently have for my HZ ram.
BTW, your 290 is damn good! Can you share your secret?
well...managed to find a stable 3.0. guess i have to sacrifice mem speed for cpu speed.

FYI, your HZ at above SP2004 run is @ 250MHz, not 231MHz. To make a story short - CPU-Z is wrong. Anyway... Set TRTW=3, Dynamic Idle Counter back to ENABLE and set your Drive Strength/Data Strength to AUTO/AUTO (in case you have it set differently).
I take, you tried to drop multi to x10 (even though, your CPU seems stable enough @ 3GHz)?
