CPU and NB clock skews affect the cpu and northbridge respectively. When you increase the FSB, especially above 400, the clock begins to drift, and the clock skew setting allows you to pull it back a little. This can aid stability. With wolfdales, anywhere from 100 - 500ps delay can help, usually 300 - 500 produces the best results. I'm not sure about quads, I've never owned one. With the NB clock skew, it can be used in conjunction with the cpu clock skew, but it requires less adjustment, usually 100 - 300ps works well.
Just play around with them, they may help stabilize the system at higher FSB.
