Ok here is a succesfull pass at 4.5 full memory at the lowest volts i could get. I tried with HT on but my water setup wont handle it.

Try dropping your CPU PLL voltage down to 1.425v. It will drop your cpu temps considerably, and will probably get you a higher stable clock.
I tried dropping CPU PLL. I dont have 1.425 in bios. Anything lower then 1.8 are whole numbers i.e. 1.7, 1.6, 1.5, 1.4. I have selected 1.4 cpu pll. Also I droped qpi Pll to 1.2 as im sure that was not need and lover looked while I was trying things. Booted into windows and make 1 pass and bsod with a 124 error. I bumped up vtt 1 click and retesting again.

The default for QPI PLL should be 1.1v. As a rule both the QPI PLL and IOH Vcore should both be set to the same voltage.
Sometimes both need to be set to 1.4v/1.425v, especially when above 200 BCLK.
Ok so your saying set cpu pll to 1.4v and QPI pll and IOH core should be set the same 1.1v and keep the same when raising them?

pll voltage depends on ure ram speed ure running
so ultimately depending on ure ram multi
1.65v is still good up to 2160 bclk 216..
but temps difference.. dont think so..

4606.6 = 219.4x21 @1.3625v, water cooled, rampage iii extreme
220+ bclk on R3E results in weird graphics corruption and corrupted gpu<->host bandwidth:down: which never happened on UT or UD7.
CPU seems fine and might get a bit further though.
