I've been thinking about combining a few of my tools into a new program to give better thermal control over laptop / mobile CPUs.

I'm not yet sure what's possible but I did some testing tonight on a T7200 which uses a VID of 1.2750 at full load. When running a single instance of Prime95 Small FFTs, the core 0 temperature was up to 86C.

CPU-Z doesn't report the actual core voltage for this laptop, just VID, so actual core voltage was likely slightly less than that due to vdroop. I adjusted VID as low as it could go and I ended up at a VID setting of 1.0625 volts.

One thread of Prime95 was still running as I dropped VID lower and lower and lower and look at the results. In under 4 minutes, Core 0 had dropped 20C from its maximum of 86C down to 66C with this one simple tweak. I think most laptop users could appreciate a simple app that gave them this much control.

I didn't run a gazillion hours of P95 but it was obvious that this CPU is capable of running reliably at full speed without needing anywhere near the default voltage. You would save a lot of power and battery life when watching a movie or whatever without sacrificing any performance.

My plan would be to support Core 2 mobile CPUs including the 45nm series like the P8400. I like the possibilities but I need some positive feedback before deciding how much effort to put into this new project.

Thanks stasio. I know about that trick but I had forgotten about it. I think on the Dell laptop I was using, that setting didn't matter. Either way it would report the VID and not the actual core voltage. I'll give it a try later today when my testing tool comes back home, along with my wife. :)

So by just playing with different combos of the C States, you can lower the voltage to the CPU? I have a bunch of laptops and the one I'm using now has a T7500 but after loading the app, different c states were checked...guess different mobos do it differently. I just want to know if there is some pattern to follow or is this just something you play with and then test to see if the CPU can work with the given voltage.

A program to lower VID which will lower core voltages is a future work in progress. You could try RMClock which has the ability to lower core voltages on some boards. The C-States tool will let your CPU go into some of the lower power states.

I just thought with my twisted mind that I can turn off 3 cores in my i7 and then bump the multy to x22 on the fly (at least it is supposed to do it according to the turbo spec) :D

The-Fox: Intel has not publicly released any VID information for Core i7 so programmers are screwed so far. Even Core i7 C-States are top secret information and listed as reserved in their documentation.

rge was testing out getting a +2 turbo boost and he needed C3/C6 enabled in the bios so 3 of the 4 cores could go inactive when running a single threaded app. Then the one active core would get to use the +2 tubo but it only worked for him at default BCLK so it was kind of useless. I'm not sure how other boards handle this.

This new tool is going to be designed mostly for Core 2 mobile CPUs. Most motherboards ignore VID requests from CPUs when you start overclocking so it won't be much use for them. It's on the things to do list after I get an 8 core version of RealTemp finished off. The kids steal my main computer during July so it's tough to get my work done. :)

This would be great since RMClock doesn't support half multipliers and it would nice to have undervolting capabilities on my laptop with a 2.53 Penryn without suffering a small underclock as well.

Until uncle's program you can try CrystalCPUID instead RMClock.

What does modifying C-State do?

I've a Dell Inspiron 1420 with the old C2Duo 2.0GHz processor and I'd LOVE to be able to drop that voltage to next to nothing for battery life (at 2.0 it likely COULD be 1.0v or lower). In short, can I have this yet? :)

The C-States program and idea kind of died but it has been replaced with a program called ThrottleStop.

There is a significant problem on many Dell laptops where Clock Modulation is used to slow down the CPU internally without warning users about what's going on. Some laptops also throttle back the CPU multiplier which can also significantly reduce performance.

This new tool can fix both of those issues plus it has the ability to set half multipliers on 45nm Core 2 CPUs, enable Super Low Frequency Mode (SLFM) as well as adjust voltage ID on the fly. At full load, only lower VID one step at a time or you might lose stability. It's a good idea to run Prime95 Small FFTs or similar when playing with this setting. On a T7200 I was able to lower the core temperature by 20C while running Prime by simply adjusting VID lower.

If this simple program dramatically improves the performance of your laptop then consider donating $5 bucks to encourage future development. This version will expire in a couple of weeks so I hope I don't have to add some nagging messages to the next release of ThrottleStop. I hate them.

ThrottleStop presently supports Core 2 and Core i7 mobile CPUs.

Probably. This tool at the moment is mostly for the Dell laptops with Core i7 mobile CPUs that throttle like crazy when gaming. This utility has been used successfully on Windows 7 for this purpose but I think it might override pretty much any power profile in any operating system. Due to demand, it was a rush job to get this tool out to testers. Hopefully I'll have some more time to play with it, test it and make it better in the near future.

I've been using this for my E7500 I put in my lappy the other week. It's been working great and has enabled me to keep my volts low whilst still being able to o/c!

Would this work for desktops with unlocked processors?

It works to unlock the desktop Core 2 Extreme CPUs so you can increase the multiplier when in Windows but I haven't added support yet for the new 655K and 875K CPUs. I don't have any new hardware to test on so it might be a while before I add this feature.

Hondacity: Depending on what CPU you have, you might be able to use ThrottleStop to overclock it a little. Check out the links in the first post for more details. You can also reduce the core voltage and temperatures but that's not as much fun as going faster.

My friend somebody over on TechPowerUp sent me some info about adjusting the multiplier on the new 655K and 875K CPUs. I've tried to add what I learned to this version of ThrottleStop but without any hardware, I have no idea if this will work or not. Just right click on ThrottleStop and select the Max Turbo Limit menu item and it should make sense after that.

Edit: This new feature seems to be working as intended and it might also work on the Core i7-965 and Core i7-975 Extreme CPUs. It should let you increase the maximum multiplier similar to what ELEET lets you do.

Core i CPUs do not support adjustable core voltage. Only the Core 2 CPUs support this. If you are using a Core 2 desktop CPU, this will only work if your motherboard supports this feature and it is set up correctly. Usually you would have to put the voltage on the AUTO setting in the bios. A Core 2 mobile CPU should work without needing any adjustment in the bios.

What I should have said is that I don't know of any Windows software that allows adjustable core voltage on the Core i CPUs. On Core 2 CPUs, there used to be a voltage request register that software could write to which would ask the CPU to change the voltage. This register has been changed so you can't do that anymore. There might be another register somewhere that you can use to control voltage but Intel says that isn't possible anymore on the Core i CPUs.

Any chance of adding atom support or is that a totally different kettle of fish? I can oc this 1600 nicely at stock volts but its pointless in a netbook - dropping the vid would be awesome...

The Atom CPU doesn't have high performance timers inside the CPU that ThrottleStop depends on. These timers are either disabled or don't exist in the Atom. I might be able to create a hacked version of TS for you to check out but I probably won't do a general release. I'm not sure if it will be useful for you but I guess it won't hurt to try and support your Atom. Maybe tomorrow. I'll send you a PM when I have something for you to try.

Awesome, thanks dude :). Anything to try and get a bit more battery out of it. I can get about 6 hours browsing at the moment - it never gets used for more than that.Have tried dropping cpu core clock but without dropping volts too it makes little difference. Not sure how much difference the volts would make either tbh, but given how little power it consumes even 5 watts or so dropped would help.

If you are using your netbook for surfing the net, I don't think dropping the VID voltage is going to make any difference. Most people don't realize that these CPUs are designed to enter a lower voltage state at idle. Lower than the VID setting in RM Clock or ThrottleStop lets you access. I'm interested to see what difference it makes so I'll try to come up with something you can test but I don't think you're going to see any significant difference in battery life.

I was thinking if I can lower the default vid then it will lower the idle voltages by the same amount too? Or do C-States have fixed voltages? I always thought it was set by VID...

I found that this isn't true. At idle, many of the 45nm CPUs including the Atoms, depending on bios support, go into a deeper sleep state where the traditional VID value is not used at all. The CPU uses a different VID value that may be controlled by some register in the CPU but this magic register, if it exists, is not documented by Intel in the publicly available documentation.

That's why I don't think being able to control VID is going to make any significant difference to your Atom, especially at idle. It might help a little when loaded. I'll try to get around to finishing that Atom version I promised a few days ago so you can test this out.

Ah crap :p:. Still happy to test it out for you if needed - doesnt sound like its going to get me the 4.5hours battery life I was promised on the box though. Bloody liars!! Have to run the cpu at 50% max to get over 3 hours.

I have a Laptop with T5500 intel-CPU, I want to lower power consumption (especially when gaming that thing gets really hot!!), so what are the settings I should use?

I have found an unusual issue with ThrottleStop Kevin.
It might be localised to my system as it uses an ASUS motherboard (which has ACPI issues etc), but it is something to look into.

With a QX9650 it is possible to change the multiplier within windows using your fantastic ThrottleStop 2.77 tool,. HOWEVER performance degrades when Mhz goes upwards.

Initially when I reported this to you the majority of my testing was done using an old command based memory benchmark (membench). We both decided back then it wasn't a good test to use as it was probably not even 7 aware, yet alone 7 x64.

Anyway, I decided to test using a CPU bound game called Grand Theft Auto Episodes from Liberty City.

The test results are rather odd.

Again another dramatic drop in FPS.

I then re-ran @ Stock with NO Throttlestop (by rebooting my PC) and got a score of 47.58 (very similar to the initial run of 47.56).

Do ASUS have something funky going on in their BIOS? Or is this my horrid c0 QX9650 deciding to give us a headache again.

JohnZS: My friend burebista discovered something interesting when testing with SetFSB. The internal Windows timers that some benchmark programs use can get screwed up when you start overclocking.

I don't think this problem applies to your QX9650 but after seeing that test, anything is possible.

When you use ThrottleStop to adjust your multiplier higher in Windows, on some motherboards, that might be changing timings within your chipset so memory bandwidth performance decreases. I haven't seen that problem when testing with a QX9650 on the older Intel P965 chipset. If the Windows timers are not being screwed up by adjusting the multiplier then I would have to assume it is a bug or limitation of the chipset you are using.

Can you post or send me a link John of a freely available benchmark program that shows this problem on your computer? I'd like to run that bench on my computer just to see if this problem can be isolated.

I think the reduction in memory performance that you measured earlier is real. Another user with a QX9300 mobile CPU which was on a board with an Nvidia chipset showed the same thing when ThrottleStop was used to increase the multiplier from within Windows. In his tests, the increase in CPU speed more than made up for any decrease in memory performance so overall benchmark performance increased even when memory performance decreased.

Edit: Here's a testing program I wrote to make sure the timers in your computer are running at the same speed when overclocking. If your internal timers get out of whack, some benchmark programs won't be reliable. The long term timer ratio reported by this program should be 1.0000

I shall have to give that a test later. IF it is a windows timer thing I may have a fix as I managed to fix setFSB back in the days of the 865P maintaining PAT when over clocking days.
Windows has a switch /usepmtimer which you can add to the boot ini to force Windows to use the HAL ACPI timer instead of it's own timer, this enabled me to overclock and keep PAT back in the days of the Pentium4 S478 Northwood processors.
I think with Windows 7 I will need to use bcdedit as I recall Boot.ini editing was laid to rest by Microsoft, however I may need to consult with technet to find that out...

Thanks for the info John. I read about the /usepmtimer fix for Windows XP but I don't know how to make that happen in Windows Vista or Windows 7. Let me know if you get this figured out. I think there are a lot of programs that can get screwed up by this bug because everyone assumed that Microsoft had fixed it. It's pretty dumb when the most accurate way to measure time in Windows can become completely inaccurate as soon as you make an adjustment with SetFSB.

Support for /usepmtimer was dropped with Windows Server 2008 (and newer) so I cannot add this to Windows 7 :(

Notice how the SAME BIOS settings, just with a different CPU Ratio the memory bandwidth drops from 5445MB/s down to 5267MB/s
I reported this issue to ASUS in July, but as of yet I have not heard anything back from them :(

Memory bandwidth is basically the same for x6 and x9 and then goes down a little when switching to x11.

I don't know if this answers any questions or proves anything. Maybe the chipset changes some internal timings slightly when you start playing with the multipliers in the Extreme CPUs. My last screen shot shows how MemTest86+ screwed up reading the memory timings. They were exactly the same for each screen shot.

stasio: There is hardly any feedback about ThrottleStop on this forum so I don't bother updating version information or new features. ThrottleStop has come a long way and lots of people are using it on the Notebook Review forum. The world's fastest laptops, Core i7-920XM/940XM and ones with Core 2 Extreme processors are all running ThrottleStop to maximize performance but on XtremeSystems, this tool has been mostly ignored.

It's the only tool I've heard of that lets you increase the TDP/TDC turbo power limits of the Core i Extreme mobile processors so you can adjust and maximize the multiplier while fully loaded and it is also the only tool that can unlock the Core 2 Extreme mobile CPUs and VID so you can raise the multiplier in them as high as you like without needing any bios support. scook9 is benching his 2.53GHz QX9300 mobile CPU at 4.16 GHz which was an impossibility before ThrottleStop came along.

I have reported this to ASUS again as there are some issues with the implementation of the QX9 series on the P5E3. For instance x6.5 is not a valid multiplier (it is not listed as supported in the Intel Documentation). Yet for some reason it is available in the BIOS.
Selecting 6.5 gives you are x6 multi, BUT with low memory bandwidth... hmm makes you wonder if that is the very bug right there!

I don't believe the 6.5 multiplier is supported on very many Core 2 based processors. I originally left that out of ThrottleStop but one user needed it for a low power mobile CPU he had that runs at 6.5 x 200 = 1.3GHz. I can't remember the part number (SU7300 I think). I don't have access to updated documentation from Intel that clearly shows what models support a 6.5 multiplier. My QX9650 doesn't support a request for a 6.5 multiplier so gives you the 6.0 multiplier instead.

If my memory was actually running at CAS 1-1-1, I should have been getting some excellent memory bandwidth numbers. :D

Maybe I will test some of the half multipliers for bandwidth to see if there is anything funny going on with them.

i search already since longer time that one in the Windows according to after a software following can:

- free choose to the CPU-voltage
- free dialing of the multiplier
- profiles load certain one after system strain

With trottlestop two can realize thing one at least. Now I downloaded myself the current version. however, I had to state that I can not adjust the voltages. I made something false, or is this function not supported? There is possible one version the it supplementary? Thank for your Support.

Many Core 2 desktop motherboards do not allow voltage adjustment with this program. ThrottleStop is mostly for laptops.

Tried out the program on my I7 975 Sager laptop, seems to force the turbo mode while mostly idle, goes back to stock when at full load. Doesnt do anything with voltage, but I didnt expect it to, no one has been able to OC this mobo/bios (Clevo D900F) I'll probably bookmark your thread for updates over on notebook Review.

October 14, 2010 - Version 2.89 - Added a Force TDP/TDC option for laptops like the Alienware M11x that keeps resetting these values. Increasing the Intel Turbo Boost TDP/TDC values will help the CPU to continue using full Turbo Boost when fully loaded. This can result in a 50% increase in full load peformance when using an Intel Core i5 or Core i7 UM processor. In the Options window, if you don't need this feature then set Force TDP/TDC to a high value like 1000 or higher. The Alienware M15x and M17x do not seem to need this feature. If you have a UM low power processor or a regular Core i5 CPU and need this feature then use a low value. Default is 16. Maximum performance is usually obtained with a value of about 8. JKleiss: added the ability to save the benchmark results from one session to the next. Also added a checksum feature to keep everyone honest and added a Reset button to the TS Bench module so you can clear all of your times and start fresh.

RickiBerlin: added VID voltage reporting for Core 2 CPUs. In the above example, the VID request is set to 1.0500 but because Power Saver and SLFM are enabled, the CPU is using its lowest SLFM VID voltage which is 0.9500. That is now reported in the monitoring area.

ilguercio: added a new INI file option to access a lower CPU speed on the Core 2 CPUs with 200 MHz bus speeds.

SuperSLFM=1

On these CPUs, SLFM mode drops the bus speed from 200 MHz to 100 MHz at idle and then increases the multiplier to 8.0 for a total of

8.0 x 100 MHz = 800 MHz

If you have a Core 2 CPU like a T7250 or T8100, adding the above option to the ThrottleStop.INI configuration file will drop your CPU speed down to this at idle

6.0 x 100 MHz = 600 MHz

This speed is not officially supported by Intel but RM Clock lets you do this trick so now, ThrottleStop lets you do this too.

I also added a few options for myself.

The Battery button has been upgraded with some more information. You can now click on the Batt button and toggle the info from:

1) Battery Percent remaining.

2) Estimated Battery run time when on battery power.

3) System Power Consumption in watts when on battery power and charging rate in watts when plugged in.

4) and finally Maximum Battery Capacity in Wh, aka. watt hours.

If your battery is rated at 50 Wh and draws 20 W when you are using it then you should get about 50 / 20 = 2.5 hours (2:30) of run time out of a full charge.

Almost forgot. Added a DC Exit Time option to the Options window for Nando4. You can use this option to force ThrottleStop to close after a pre-selected amount of time in seconds. Some people don't like running ThrottleStop on battery power so if you set this value to 10, ThrottleStop will automatically exit approximately 10 seconds after you switch from DC to AC. Minimum value is 1.

I added Atom support to this version. I changed the timers that ThrottleStop uses to accomplish this so if ThrottleStop used to work for you and now it doesn't, let me know. I haven't seen any problems on the Core 2 and Core i and Atom testing so far.

I also included initial Sandy Bridge support. I have no hardware and last time I checked, Intel had not released their updated documentation so this is my best wild guess. Some key registers have changed in Sandy Bridge so I'll have to wait for some feedback.

I also added in a few safety features so if you change your CPU, ThrottleStop will not try to use your previous settings and will try to start up safely so you can make some adjustments.
All the above fixes and I turned Power Saver mode back on.

-moved the turbo ratio and TDP / TDC options to the main screen so they are easier to find.

I don't have any Sandy Bridge hardware to test on so before I can improve SB support, I'll need to buy some new hardware or find a helper willing to do some testing. ThrottleStop 2.95 should let you access the adjustable multiplier in the new K series CPUs like the 2500K and 2600K as well as the turbo TDP / TDC settings. If you see anything that works or doesn't work, post a screen shot so I can try and fix it.

Cumulonimbus: I'm not much into scripting but you're not the first person to ask for this feature so I'll consider doing it for a future version.

ThrottleStop is a work in progress for Sandy Bridge. The monitoring part is OK. Intel made a few changes, that they didn't bother to document in their public documentation but burebista helped me get a few things sorted out today. I'm busy this weekend, too many NFL playoff games :) but I'll get an updated version out as soon as possible with a fix for this issue.

Unfortunately, ThrottleStop may no longer be able to increase the turbo multipliers on the new Intel Sandy Bridge CPUs. Burebista could not get this to work on his Core i5-2500K but it might work on a Core i7-2600K.

I'll have to wait for some more testing. Sandy Bridge might be limited to multiplier adjustments in the bios only or you might have to use a motherboard specific tool to do this when in Windows. :(

Any feedback about this when using a new 2500K or 2600K CPU or a new Sandy Bridge mobile CPU would be appreciated. Include what motherboard model you are using and whether this part of ThrottleStop works or not.

Yeah, maybe I'm dumb or something but I cannot make TS multi's to work on my AsRock P67 Extreme4 and 2500K. :(

I can help you with the Sandy Bridge mobile CPU.
I got new HP DV6 with Core i7-2630QM today.
The last DV6 with older generation i7 put out a massive amount of heat. This newer CPU is much the same.
Good news is, your latest version of ThrottleStop (didn't try any other earlier version) allows control of the CPU mutlipiers, thus reducing heat. Bad news is, reducing the heat output means reducing the clock speed. However this what I got from a quick test.

Reported under full load with HWMonitor:

Turbo = 43 Watts
x20 = 27 Watts
x16 = 19 Watts

Voltage can be read by ThrottleStop. Is it possible to control voltage with the new Sandy Bridge mobiles this time around?

Let me know if there is anything I can do? and I will check it out for you.

deltarealm: Thanks for your offer to help with testing. I have a new version of TS almost ready to go with a few more features for Sandy Bridge. I'll send you a PM within a day so you can do some testing. That empty box beside VID will have power consumption for Sandy Bridge. It should show the same numbers as HWMonitor. Intel lets you monitor VID voltage but they don't publicly document any way to change the VID voltage like you could with the older Core 2 CPUs.

ThrottleStop and HWMonitor agree on power consumption and ThrottleStop and CPU-Z agree on VID voltage, at least at full load and they agree on the BCLK speed. CPU-Z also correctly reports the turbo throttling that is going on and Core Temp and ThrottleStop agree on temperatures so everything is good.

His turbo limits seem to be at approximately 50W and 40W. He gets more turbo boost at first but then after the time limit is up, it drops from 50W to 40W and the amount of turbo boost decreases, just the way Intel designed these new CPUs. ThrottleStop accurately reports exactly what's going on internally.

Is the VID value supposed to be the same value as the Core Voltage on CPU-Z?
Also, I can adjust multiplier up and down with TRL, but only up to the multiplier I have booted. Should higher multis be applied as well? Thanks

The VID value is the amount of voltage the CPU is requesting. It is not the same as the actual voltage that the CPU is running at. CPU-Z reports actual voltage.

The adjustable Turbo Ratio Limits works great on the previous generation Core i7/i5 Extreme and K series CPUs but I haven't heard any reports of this working correctly on the new Sandy Bridge CPUs. It's possible that the bios has locked this feature so you can not go beyond the multiplier that you originally booted up with. What motherboard are you using? Does it come with any software that lets you raise the turbo multipliers when in Windows?

Sandy Bridge CPUs have a variety of lock bits so motherboard manufacturers can disable a lot of features in the bios which prevents any Windows software from adjusting things. The Intel public documentation that I use doesn't fully explain things compared to the docs that the bios guys get at Asus and Gigabyte, etc. Hopefully I get this figured out someday if it is still possible to increase the multis.

Im using a Biostar TP67XE. I can adjust bclock and voltages with Biostar's software but cant adjust multiplier.

ThrottleStop is a useful monitoring tool for Sandy Bridge but unfortunately most everything has been locked by Intel so it's not going to give you much control of these new CPUs.

Is it possible that Intel management software is needed to unlock access to this bus, as i have installed it but it serves for nothing, and what has the chip-set have to do with multipliers of processor.

@Unclewebb - on my i7 990x I have two questions:

1 - I have no VID settings just a blank row?
2 - Set Multiplier allows me to choose: Turbo, 26(default) or to go lower but nothing between turbo (set to 32) and 26?

Is this due to my DFI BIOS which allows me to set a tubo multi but I cannot increase the Boot multi above 26?

ThrottleStop only supports VID info on the Core 2 CPUs or on the new Sandy Bridge CPUs.

Intel CPUs are designed so you can select the base multiplier or you can ask the CPU for the maximum amount of turbo boost. Intel didn't provide any finer control over their CPUs so you get one or the other. The Turbo setting in ThrottleStop is basically asking your CPU to provide maximum turbo boost.

koltbuut: ThrottleStop has proven to be very useful for many Core 2 and Core i7/i5 Extreme mobile processors but for many CPUs that are not Extreme, it might not increase performance. Being able to control the two different types of clock modulation that a variety of Dell and Acer laptops use has helped to fix a lot of CPU throttling problems.

If you go to HWBOT, you will find that the world's fastest Core 2 and Core i Extreme mobile CPUs are all running ThrottleStop.
The top 3 spots in wPrime 1024M for the mobile processors were all obtained while running ThrottleStop.

Intel removed easy voltage adjustment from their Core i mobile CPUs. You can only reduce core voltage in the bios and very few laptops include that option. Changing the Core 2 Duo VID voltage was simple but that option doesn't exist or hasn't been discovered yet for Core i mobile CPUs.

You mean Core i mobile uses only two P-states - the idle and load with two VID states? And for Turboboost the voltage doesn't change so no need to use another VID state.
That's bad. If only we could lower the voltage during TB or load it could gain some interesting stuff. :)

have you had anyone be able to test arrandale cpus? that is for EIST control being able to use the turbo multi(s)? if i read correctly the voltage control for the arrandale wont work or is it the SB based mobile core i3/i5/i7's?

Voltage control doesn't work for any of the Core i CPUs. Simple voltage control is for Core 2 based CPUs only.

Why does it say "Not for this system", when I try to start the program?

What CPU model do you have? ThrottleStop should support most Core 2 and Core i CPUs. It doesn't support AMD or the older Intel CPUs based on the Pentium 4 architecture. If you have an Intel Xeon that is not supported or a newer Intel ES CPU that is not supported then post a CPU-Z screen shot so I can have a look and I'll see what I can do.

I thought maximum turbo boost was 3.8 Ghz.

I just flashed the 0403 BIOS for my Maximus IV Gene. UncleWebb will the latest TS can enforce 42 multiplier (which is an option in BIOS) on my 2600 non K? Thanks.

Core i7-2600

35X - 4 cores active
36X - 3 cores active
37X - 2 cores active
38X - 1 core active

On top of this, if the bios allows, you can get a +4 overclock on top of the base results above.

39X - 4 cores active
40X - 3 cores active
41X - 2 cores active
42X - 1 core active

In your first screen shot you can see the multiplier getting up to about 41.5. If you use the Task Manager Set Affinity... function, you might see it go a hair higher if you lock 1 thread of P95 to a single thread of your CPU so it doesn't bounce around.

There is always lots of background activity on a windows PC so you will never see the full 42 multiplier for the entire 1 second monitoring period. Cores wake up and the maximum goes down. Cores go back to sleep and the multiplier goes back up to 42. This is going on hundreds of times a second. ThrottleStop accurately reports the average multiplier when this is happening.

Unfortunately this CPU is limited by Intel and there is nothing software can do to unlock it. You won't be able to ever get the full 42 multiplier when this CPU is fully loaded. It's not possible.

I have a situation I was hoping that throttle stop would help me with, particularly the set multiplier feature. I have a QX9650 (got it for cheap on craigslist ;)) obviously being an Extreme chip it sports an unlocked multi, however the mobo i need to use has no notion of unlocked multipliers, or multipliers beyond stock, it only allows up to 9x which is the default. I tried throttle stop but it too would not allow me to set past 9x. Any Ideas? Thanks

Did you push the UNLK button in ThrottleStop to unlock the maximum multiplier and VID? I have a QX9650 and this feature works great. Once the CPU is unlocked you should be able to increase the multiplier. I can go from 9.0 to 11.0 without needing additional voltage. Once you have increased the multiplier and saved your settings, ThrottleStop should automatically unlock and increase your multiplier every time you run it. I added the lock feature so users don't accidentally increase the multi and get a BSOD if they go too high. Let me know if this works. I haven't seen any boards where this trick doesn't work.

EDIT: Ok one more question, Is there anyway to have throttlestop not reset the multi & VID when you exit the program?
Reason is it appears the throttlestop program its self is robbing some performance i can see this when I run bench marks with throttlestop running whether its on or not. Perhaps an option to stop updating when not focused or minimized?
