What CPU cooling you on?
Realistically you will need the vCore at around 1.32v. 190x21 you might be able to keep the VTT and PLL at stock. RAM multi at.... x4? (giving you just under 800MHz on the RAM...) start low on the RAM and work up when you have a base to work from. Timings at 800MHz... 7-8-7 should be alright
.......and welcome to XS!

Ah... just thought of something. I did 4GHz with Turbo disabled. If I enabled it, things stopped playing nice as part of the CPU is trying to run 4.4GHz or so. If you have Turbo enabled, try disabling that and E1ST. Your whole chip will still be running at 4GHz... plenty of power

DDR3 memory run at 1600MHz should be multi x8.

Depends on BIOS. MSI cuts it in 2 to give "actual" MHz
Thats weird... if you've tried way higher voltages and it still wont even load Windows. Hmmm. Try VTT to 1.3-1.35v?

4.4GHz stable might be dangerous to aim for. Both for chips temps and for the current draw through the socket 1156 isnt strong enough, theres a big thread in the Extreme overclocking section. Frozen chips at 4.9-5.1GHz (the ones suffering problems) are drawing ~ similar current to watercooled chips at 4.1-4.2GHz.

That's actually very good Vcore for a stable 4GHz. My chip takes 1.37v loaded to stabilize at 4GHz...and that's without HT. As mentioned before, 4.4GHz is going to be very difficult to reach and if you do get there, it will not be with much stability. Even the best of these chips don't really do that for 24/7 clocks. Here is a thread showing some 860/870 overclocks for you to reference.

What is your LOAD vcore?
Do you have LLC enabled?
Gigabyte P55 boards have a steep vdroop (at least mine does).
